Every gun in the game (snipers especially) has a different feel and mechanic (some are meant to be fired off rapidfire, some are meant for high damage low magazine kills).
For instance, I heard really good things about the Lee-Enfield too and upgraded it with my hard earned upgrade points. And then I realized that I wasn't landing the bulk of my sniper shots... I adjusted my sensitivity settings, changed the type of scope (awesome feature btw) and nothing. Finally I gave up and swapped to a G43 and was landing every shot. It's not a 'better' sniper, but best I can tell, somehow it fit my aiming style.
So try a few out, see what you enjoy using, and THEN start upgrading.
But I agree - I think I started playing a lot with the Garant (I think, the one you can't reload at start) but found that once I started playing higher difficulties that I do way better with the Moisin. Now I play almost exclusively with the Lee Enfield.
