I actually think it has to do with his health. You're probably doing too much damage.
Went there with maxed shuriken on my first playthrough and just destroyed him eveerytime.
Unequip ALL passive shard bonuses (set them to off), hit Gebel only with the most basic of attacks, wait a bit, then rinse and repeat. The moon needs some time, in order to turn red. Needless to say, familiars should be unsummoned. If you want to use shards, try to summon parmas (flying pigs) and water leapers... Although, if you bothered to max ranks/grades, they deal significant damage, as well.
Take care to take it slow. Gebel dies fast.
I haven't extensively experimented with this fight, but I got a pretty strong impression that the actual trigger is damage-based while there's also a significant delay between the trigger and the moon actually turning red.
