Any npc sells beast beef?

So is there any npc in the game that sells beast beef? I've been killing hundreds upon hundreds of zagan and still no beast beef.

Wait until you hit flying beef... lol. It took me about half an hour to get the first one to drop.

Try to buff up Luck. More luck, better chance for drops.
