I don't know if it drops, but I had one crafted. It takes 2 cotton and 3 dreadful rags. You can find cotton on moco weeds and you can find dreadful rags on Barbatos.

i believe it has to be crafted as well but i cant find the book that lets me craft it, by any chance do you remember?

I don't remember receiving a book for it. I thought it appeared on the list once I had the components.

you are right i was missing onw of the components once i found it the tea dress option appeared for crafting
