I also stumbled upon another thread saying that you need to master techniques to use them on all weapons of that category.
I don't think all weapons of the same type can perform the same techniques. There are bookshelves that you can read that will teach you a technique and list what weapons can use it
According to the technique thread. Apparently mastering a technique allows the skill to be performed on any weapon of that type, so sword, etc. It's neat if it is true.
A technique is doable only with a couple of specific weapons (those listed in journal notes) UNTIL you master it. Once you master it, it will work on every weapon of the class.
Damage isn't particularly important, but changes to attack zones, hitboxes, and i-frames are - e.g. basic rapier technique of "attack attack attack" creates a hefty amount of i-frames on final attack, and it also modifies your hitbox while you spam it, and you can use that fact to a pretty good extent.
Some techniques are pretty bad (e.g. that 2H swords technique that you find very early into the game), but most are useful.
