Report a translation problem
The trigger is this. Revisiting at a later point in the game. I believe 3 is the cap limit, until the fight.
And after a secret boss battle you can then carry all of them until a New Game+ run, which restarts the story and the amount of books you can borrow.
It is believed 2 books happens simply by progressing the game.
But there is no concrete way to reproduce three books. It's certainly an option, but no clearcut way to unlock 3 books.
Some playthroughs 3 books becomes an option, some playthroughs it doesn't.
So the theory is flat out wrong, or it's bugged in NG+ runs.
I might have to mention that you need 99% Map Completion for this to happen :)
I had a theory that it's related to number of deaths, but that's just a guess.
Someone on gamefaqs said it had to do with how many times you warped.
Regular game, first time around. I checked out a book. I killed a lot of enemies.
I took it back and he told me I could check out more. I checked two out different from the first.

I didn't progress the story at all or read any more bookshelves after talking to him the first time.
"I can't leave yet, I need at LEAST 6 more dragon eggs first!"
"You don't even have soy sauce unlocked yet!"
