But anyway. Thanks again. I'm glad that this is the only problem I have had with the game running on Windows 8.1. Once you get your character to Upper Seattle the game can be saved and it works normally. :-) .
I really miss this game, from the days of the old original Xbox. It was fun to play then, and had some funny glitches and bugs. I am overwhelmed and happy to be able to play it on a modern computer and OS. Super happy face.

I did as the op said. Deleted my save folder, started a new game, did not save at all until upper seattle elevator and the game DID NOT CRASH.
So yeah, this solution worked for me.
Tried V-Sync off and on.
Tried run with compability (it ended up with the game not even connecting to Steam).
Even the solution in this thread did jack-smack-s*it for me, after running into two morons overseeing my apartment the game STILL CRASHED few seconds later.
Didn't saved once.
What's worse is that back in February this never occured to me. I had the problem to get it running, but after I manage to fix that - no crashes.
I wasted over 10 attempts to get out the labs, and I have no patience to waste 10.
EDIT: What seems to work for me was doing the prologue... Without using Visible Tweaker update.
