I would add that you should turn v-sync off after altering the resolution or else your HUD will be screwed up when playing the game.
At least, that's what fixed it for me.
Think it's OK?
Double check and make sure you changed the resolution in the ini file located in the C drive (path listed in original post), NOT the steam directory where the game is installed. In the display settings "in game" it won't say 1080p even after you update the ini.
I have a dual monitor setup so when my game resolution doesn't match my native resolution my secondary monitor items on the desktop get all screwed up... so when my secondary monitor isn't affected when I launch the game that's how I know it's running 1080p.
Yeah it is so odd that the older game DE GOTY allows many more resolution choices, but DE2 does not. I never understood why they did that with the second game. Cheers...glad things are working...
Sorry I know you said you went into the right ini file.... however it sounds like you are changing the one in the steam game directory ini file of the same name. What is your native resolution set to, and you version of Windows? (just curious) I'll go into the game and check to see if I have v-sync off in mine and then update this post....
EDIT: I went into the game to double check to see if I had v-sync on or off. I had it on and it worked. But then I turned it off out of curiousity to see if there was any change and it still worked, also decided to leave it off this time. Btw I'm using Win7 64bit. I haven't tested this game in a Window 8 environment, should you be using Win8.
