the problems you mention ren´t there on windows 7 ultimade with 64bit.
i think that might cause windows 10 or utility.
did you try without the widescreen utility?
that may also be a cause or try compatibilty mode for windows xp/7 + admin rights.

I tried EVERYTHING to fix the other issues and no luck but it doesn't matter now because I have already finished the game.
I have recently played the first two Splinter Cell games and also had the issues with vsync and brightness/gamma. So it seems it's a Win10 thing with old games.

i see. other games too? hmm. maybe a redistributable/directx problem for older dx games?
1.) Run the Widescreen Utility as you normally would.
2.) go to your Documents folder and find the Deus Ex Invisible War folder.
3.) Right click on the file "user.ini" and go to properties
4.) make the file read only
and finally
5.) go to the permissions tab, and deny all users the right to "Write" the file.
the game ignores read only for some reason, and must be physically denied in the permissions tab to prevent screen resolution changes from being set back to default.
i5 4590 and 16 GB RAM, and a GTX 760, Windows 10 Home- how did you limit the framerate to 60? It looks like that's my solution to the however many crazy FPS are being rendered. I've got older games but this is the first one I've had with issues enabling basic V-sync.

vsync still does not work at this point
2) go to My Documents -> DX IW folder -> Options -> VisibleOptions.ini -> set MaxFrameRate there
3) yeaaay! GPU is not howling anymore.

This worked great for me too, however i still have to deny permissions to keep the ini's read only. weird.
this is such a valuable feature for older game that when is available makes for less issues in and with the game so in essence I hope more game devs will include it as a tweak and take heed of it.
Modern games more and more have these features available from the get go, often.
Where is the options folder supposed to be? I looked in the folder after installing the Visual Update and found nothing
For me it is at "C:\Users\******\Documents\Deus Ex - Invisible War\Options"
installed and it turns (overides) my windows update checker on ... (which i have disabled due to days and days and days of B.S. and waiting to install crap)
