Report a translation problem
My display is a Sony Bravia 40" HDTV, so it doesn't support a multitude of resolutions like some monittors do. My guess as to what's going on is that in fullscreen the main menu is running in an unsupported resolution (not whats set in the VisibleTweaker util). For windowed, I'm guessing the resolution is conflicting somehow with my HDTV and then falling back to some default -in code- resolution; in this case it looks to be 640x480. I probably should mention that for legibiity of text I'm running my desktiop at a widescreen 1600x900 resolution, so not exactly a typicall setting.
There was some message duirng the install, that IIRC suggested rolling back from the Steam edition of DEIW, but I chose 'no' for that. Not sure if that's an issue or not, but because Steam usually installs the most recent official patch and the message was an optional yes/no, I made that decision.
Anyhow....I gave it a good college try, but I'm reverting back to the default Steam edition.
[Edit] probably should have mentioned that I tried other legacy, more common reslutions that are supported by my HDTV, like 1280x1024 and 1024x768. When attempting them I edited the apsect ratios in the VisibleTwearker back to 1.33. I got the excact same problems for fullscreen and windowed modes.
Maybe the problem with the resolution is the HDMI connection (it happens).
I used riva tuner for that but it still runs inconsistend on my 60 hz monitor at 1080p still.

Put the d3d8.dll into the "system" folder of DXIW and you'll got the rendering wrapped to D3D11.
