NSF signal glitch?

I send the NSF signal, paul tells me to arrange the satellites right, I get an angry message from the FEMA dude, the UNATCO troops turn hostile, I go back to Paul and find hes gone.

It won't let me rearrange the satellites. The option is greyed out, and I already sent out the signal. Where is Paul? Hes not on the chair?

I hit all the buttons, greying out all of them. According to a search, I have to reload a save before doing the signal, or just go to the subway. OR start a new game.

Yeah, might be some bug. Always a good idea with this game to have a load of different save slots so you can go back. Also do install the map patch as it solves some issues: http://www.dxm.be/navigator.php5?lang=en&content=202

The NSF needs to receive the signal so that they may maneuver out of UNATCO`s way an save their leaders, even as far as the european branch of the NSF. To deliver the signal, you have to align the sattelites that are on top of the old NSF headquarters and relay the signal! If you do everything correctly they will be able to escape, PAUL DENTON will still be affected by the kill switch, and unable to move from his chair. The UNATCO troops will turn hostile, for they are ordered so by the FEMA commander, he seems impatient and does not want to wait out the kill switch. For JC the path is clear, escape the area back to the hotel, and meet up with his dying brother!

The options were all greyed out after I clicked them once, Paul wasn't at his chair dying from the killswitch, the UNATCO guys turned hostile, and the FEMA dude gave me a special message because I knocked everyone out instead of killing them all before exiting the signal room.
