Also, if you decide to use the d3d10 render, make sure you download the hdr fix here. https://www.moddb.com/mods/gmdx/addons/veronikas-hdr-brightness-fix d3d10 render by default has auto hdr/dynamic contrast that functions pretty poorly sometimes. This makes it so there is never brightness shifts when looking at brighter objects.

I tried both 442.74 and 441.87 and while they both reduced stutters significantly they were still present and so annoying for me personally that I considered it unplayable. I'll go check out your OpenGL settings though. Thanks!
Id suggest disabling tessellation though, it doesn't look right.
