Wrong perspective. Plants are awesome at killing mass numbers of people.

In the Grizzly Man[www.imdb.com] documentary, only a couple people were killed (the third potential victim merely walked away), whilst in Day of the Triffids[www.moriareviews.com], plants were responsible for virtually making mankind extinct.

I could swear I remembered that right after you used a pack (in game) it made your aim steadier for a brief amount of time, like a temp weapon skill upgrade. I never bother with them so I'd have to test it again. Or, somebody can pull their .u script open in the editor and see what they do for sure.
