Where in the blazes, is the basement in the NSF Headquarters?

Searching online yields nothing, and every walkthrough I find just ignores it.

Paul goes "In the NSF headquarters, in the basement, I hid yata yata yata at yata yata yata". I cannot find this entrance anywhere, despite searching for about an hour now. This is the second time you visit this place, to be completely clear.

Near the garage-like doors, there are a bunch of cardboard boxes. In between those boxes is a white circle. Thats the entrance. As for how to open it, there's a computer terminal nearby on the second floor.

Thank you so much! So that's what he meant by the "hatch". I had something quite different in mind. Thank you again.

EDIT: Also, for those who may be Googling and finding this thread, and are as apparently blind as me in 3D games, there's a button in the the room before you go in, in the right corner looking straight in. The room with the medic bot. Forward right and there's a button that removes the gas.
