Are you trying to run the game through GeForce Now as this looks like an error connected to it?
If so, there looks to be some troubleshooting options.
> Try a different server location in GeForce Now settings
> If you are connecting via a browser try clearing the browser cache
> Try temporarily disabling any AV or Firewall to see if that helps
> Reinstall the GeForce Now app
There are potentially other things you can try and we would suggest a quick search on online as there are some useful resources that could help.
If it isn't a GeForce Now issue let us know
The only other potential workaround I have seen was to un-mark Foundation as being owned, re-add the game but do not allow it to sync.
You could even try re-syncing your Steam account in the GeForce Now app but I haven't actually seen that as a potential solution.
