Report a translation problem
Try disabling cloud saving for autosaves/quicksaves for one and only keep one normal cloud save file for your game.
Note that if you exceed 100 MB for your save file it can no longer be saved to the cloud as Steam rejects any files larger than that limit.
I then allowed only 1 savegame in the cloud. The cloud sync issue came back.
Strangly, Steam does say that now 53 MB is used (which is consistent with the size of the savegame).
I know how to verify a game or reinstall a game, but I think you are talking about something else.
Reinstalling Steam itself?
Thanks for the advice and quick feedback.
1) go to the downloads tab of the Steam client settings: Steam -> settings -> Downloads
Here find Clear Download Cache -> click Clear Cache
2) in the same menu near the top you can see your Download Region: Change this then restart Steam
See if that helps before reinstalling the client.
I tried the cache clear and change of download location. Both did not solve the problem.
Reinstalling Steam will have to wait as that does require some preparations :)
(Note: my connection is good enough to have live meetings with good quality, so it is not a 'poor' connection.)
