If you don't have icon on the desktop: In Steam, Right-click Foundation in list of your games,
click Manage: Add shortcut to desktop.
But if you have high FPS (top left corner) in the game, you're probably running on dedicated GPU.
As your village grows your CPU will be utilised more as more instructions are sent to the CPU from the game. However it is likely that it is only one of the cores that is running with high useage and not the whole CPU.
Regarding the GPU use you can see which GPU is being used by opening up the foundation.log file found here: \Documents\Polymorph Games\Foundation in notepad.
You should see the GPU that is being utilised approx 9 lines down.
Clearly there is going to be a heavier demand on your CPU for a simulation heavy game than something like like YT but on a fresh game start I wouldn't expect to see more than 30-40% overall usage. And with your i9 probably much lower.
The GPU I would expect to see hit 100% or near as that is the nature of GPU utilisation.
It is hard to say what is happening for you as it is probably local to you. I can't say I have heard of others with 100% usage.
and there is a lot of these lines
