The game has no control over which GPU is being used. This is set by Windows.
We can think of 2 possibilities why you may be having the issue.
1) It could be an OpenGL related issue, hence why you might not have seen it with other games if they used directx
2) The game uses your primary monitor. If your primary is set to go through the 2070 then it can't switch.
If 2 is the issue then you could try physically changing your primary monitor. Or... there might potentially be a way to use Steam's Big Picture Mode (BPM).
Big Picture Mode allows you to specify which monitor games used (only applies in BPM).
It also shows the GPU being used when swapping the monitor so, depending on your setup it might swap the GPU when the monitor option is changed.
In BPM, head to settings -> Display -> Resolution
every other game ive tried has used my 960 by default or was able to be set to use it in game or with the graphics settings in windows.
i tried BPM like you said, and even in the settings for BPM it says its using my 960, but i ran foundation thru BPM and its still using my 2070.
i feel like there wont be an answer for me which is too bad. this game is fun.
