I wish I could reduce to 30 fps, but found no way for that

No this isn't an optimisation issue but more to do with being a victim of your high spec.
To explain a bit more... You are essentially running the game on 2xQHD monitors at 240Hz
That's over 7.3 million pixels being pumped out 240 times per second (if capped). As a reference 4K is 8.2 million so it's not a huge difference compared.
Without v-sync on, your GPU is allowed to pump out as many frames per second as it can so it is fully expected that your GPU would run at near 100% utilisation as there is nothing to stop it. Which if manufactured well with adequate cooling should be within their design spec.
With v-sync on, it should cap the output at your monitors refresh rate so 240 fps, which is still high when we are considering the resolution and number of pixels being output.
Whilst in the main menu there are no bottlenecks for the GPU. When playing the game the CPU will eventually bottleneck the GPU which might reduce the GPU utilisation but as mentioned, in the main menu the GPU is again allowed to pump out as many frames as possible unless limited in someway (usually v-sync at a lower frame rate).
So, you created or bought a system that is capable of running super high resolutions at super high frame rates and it is doing just that.
As you have an Nvidia card you can set a cap for Foundation in the drivers directly.
- Right click your desktop -> Nvidia control panel
- Manage 3D settings -> Program settings (tab)
- Choose add -> add Foundation.exe (you might need to browse to the Steam folder
- Specify the settings -> scroll down to Max Frame Rate and set a max rate (maybe try 120 to start)
That being said we can and will look at options for making this easier, such as the half v-sync (vsync 1:2) option that resieg mentions.Essentially my post above also applies to you too. Your system is capable of pumping out at high frame rates. Lowering the game settings will increase frame rates as the GPU can push more to the monitor when it has less to do. So that's working as expected.
GPUs are designed to run at max, or at least they should be. If you are having issues with temps then you may need to contact the manufacturer if they threaten the life of the card.
With regards to limiting the frame rate, there is no "simple" solution. Afaik AMD do not support OpenGL in Radeon Chill which is why it won't work. You can reduce the refresh rate of your monitor but that's not a great workaround.
Your only other option (for now) is a third party limiter such as RivaTuner. Incidentally, this comes packaged with MSI afterburner.
As I mentioned in my previous post we will look at options to try and make this easier for everyone.
v-sync 1:2 is a good idea and something we can look at
Goes down to 15 FPS. For me thats fine, if I have less noise and energy usage (GPU - heat).
Same here with 2080ti. I'll probably uninstall and wait till the game is optimized
