I believe it is the available amount of resources mate and of course they have to be happy and fullfill there needs mine in my series if I let them would upgrade now but waiting to build resources up before I let them lol
No worries mate, it is a little pain as everyone is being thrown into the game without knowing what to do, but I know they are sorting out bugs mainly but I know its in there plans,

-Adequete demand for housing
-Sufficient residential space available
-Low desirability in the residential area
-Sufficient resources available to build the house
-Sufficient people of commoner rank or greater to live in the house
-House needs to be close enough to one or more workplaces so people can afford to move into and live in said house.
On the issue of desirability the first level of house only requires low desirability however all other require high so you might as well jack up desirability to keep the house viable for upgrades.
Hi, question about desirability, so you're saying to increase immigration I must get low-desirabiity areas? I'm quite advanced in my village (I've started the game 10 times already, over 50 hours played) but I keep reaching this point where there's little immigration, even if happiness is above 95% and a "low residential areas" constantly.
I've deactivated MANY houses' auto upgrade as soon as they pop-up, thinking that'd do the trick but apparently not.
The flower bush is also quite good since it only costs 2 coins and has no maintenance cost.
