Unplayable, too much stuttering
An image is better than a thousand words.
I captured this with OBS instead of streaming to Twitch.

Youtube rescaled the video from 936p to 720p but it's not a real issue.
Video description :
- 54s of paused game to show stability (perfectly stable)
- Starting game to show problem with different manipulations.
- Never 100% CPU (i7-13700KF), never 100% GPU (4070 Super), no RAM overflow (32GB) and no swap.
- Only this game has this issue. Same all sounds disabled. Same with lower graphics settings.

I don't understand what's causing tihs problem.

Please could you check to see if there is any overlay recording happening in the background.

One main culprit causing this issue is the Windows capture settings.
Type "captures settings" into the Windows search bar then open the Gaming captures settings. Look to see if "Record what happened" is switched on. If on turn this off and test the game again.

Also check the same thing in any other overlays such as Nvidia.

It cannot come from Windows as I play under Linux :)
(all games, as well as Satisfactory for example)
I disabled Steam recording/broadcasting for safety. Nothing changed in 1.10.2.5. It also stutters. I made this bug report because someone else reported the same issue on Windows. ans so the OS cannot be responsible :)

The video might help. At least I hope so. I can make any test you might need.

New informations :
- I checked the game doesn't use "slow" cores. Proton seems to select fast ones.
- I locked openGL rendering to a single thread instead of optimized multi-threading (driver). Nothing changed.
- I unlocked framerate and disabled vsync. Immediate and permanent stuttering, one core at 100%. I get 82-86 FPS.
- I set max FPS to 30, no stuttering, core under 100%, same for 40. 50 is the limit. 60 is too much.

Hope this helps a bit.

this may sound strange but have you tried reinstalling your GPU driver.
whilst i had a different issue (after reboot 4fps max).
strangely just uninstalling my Mesa(amd) drivers and reinstalling the same one fixed it.
