Report a translation problem
One main culprit causing this issue is the Windows capture settings.
Type "captures settings" into the Windows search bar then open the Gaming captures settings. Look to see if "Record what happened" is switched on. If on turn this off and test the game again.
Also check the same thing in any other overlays such as Nvidia.
It cannot come from Windows as I play under Linux :)
(all games, as well as Satisfactory for example)
I disabled Steam recording/broadcasting for safety. Nothing changed in 1.10.2.5. It also stutters. I made this bug report because someone else reported the same issue on Windows. ans so the OS cannot be responsible :)
The video might help. At least I hope so. I can make any test you might need.

- I checked the game doesn't use "slow" cores. Proton seems to select fast ones.
- I locked openGL rendering to a single thread instead of optimized multi-threading (driver). Nothing changed.
- I unlocked framerate and disabled vsync. Immediate and permanent stuttering, one core at 100%. I get 82-86 FPS.
- I set max FPS to 30, no stuttering, core under 100%, same for 40. 50 is the limit. 60 is too much.

whilst i had a different issue (after reboot 4fps max).
strangely just uninstalling my Mesa(amd) drivers and reinstalling the same one fixed it.
