Report a translation problem
While I suspect that it has something to do with the bailiff/emissary/courtier, I doubt its a promotion. My current theory is that is has something to do with building one of the offices or (re)assigning the job.
However I did just notice something odd. I paid 350 bread to Northbury to upgrade the route level 7. The next time around it was only 250 bread for level 8 upgrade (just crossed 800 mark.) No special events, but I did spend more on labor splendor. since the last one, about 150 points worth......
..which that is the difference between this game and the last, I have not yet spent the 100+ splendor on the abattical church, and my emissary bonus for learning speed is way lower. So I am going to pump some splendor and see if that changes the cost.

It is almost like something trigger a cost reduction, and I think that cost reduction is happened early with Kinstone Abbey (since it showed the same cost twice in a row.)
This is what I have so far in levels and cost to next upgrade.
Northbury 8 (275 bread )
Myddle 6 (350 polished stone)
Davenport 7 (675 planks)
Trotbury 11 (450 tools)
Kinstone Abbey 5 (138 influence)
I did notice there seems to be a delay before a new upgrade offer is given.
Seems like a cost reduction hit at some point and it resets the costs depending on the current levels and why the costs are out of whack.
Like Northbury being lower than Davenport to upgrade and Trotbury being so cheap.
On a side note, the Castle Harbor upgrade was 63 (125) for the level 4 upgrade.
Which I am pretty sure there is some trigger for cost reduction in trade route upgrades. I have yet to figure out what that is exactly.
