So what good does it do to have a combat ability generated on a Emissary if neither faction can use it?

Not to mention you are stuck with the bailiff choices. There is no "I will wait it out and get a better one later." The only thing you can do is reload a previous save, unassign those people then fire them.

No need to reload. You can reroll them. Just pick any of them and then fire them. Its not an option in the bailiff office (or equivalent) but for labor and castle you can unassign their jobs in the villager window. You cant do that with the monastic emissary, but if you switch the function of your office to free build and then back the job is free again.

That person is always stuck as a bailiff though.
They stop being a bailiff as soon as you unassign their job.

Awesome. They changed it then. It used to be once a bailiff type job always a bailiff type job.
Of course back then you could have multiple bailiffs with buffs that stacked too....

So I just have to go through the whole reroll thing then.

This also kinda solved the whole "Bailiff never levels" because you can choose leveled people for the job and get higher bonuses later.
Putting a lvl 6 woodcutter in a bailiffs office will still yield a lvl 1 bailiff. If you want to get a higher bonus you just increase the splendor of the office. With that you can break the game as much as you want. At a trade bonus of 41% (which is just a laughable 31 spendor) you can buy and sell at the same price. Go higher and the economy is even more broken than it already is.
