Do you maybe have other constructions going on in your village that are closer to the builder's hut than this bridge?
Also try running the game at 3x to get it done faster
Other than that run the game at 3x for a bit and follow a few of your builders around to see what exactly they do.
Just as a side note the bridge you have placed is most likely too close to the shore to be usable by villagers, you would need to build it more in land to be safe.
So I built a new bridge and got the planks via reforestation.
The builders immediately brought the material and started building. And when it was done, I could not believe my eyes, out of thin air they brought the old missing bridge into existence which was right next to it, still with all the planks in there, and wanted to build that one, too.
But otherwise glad it worked now you can simply delete the old bridge and be good to go :)
