The best way to fix a stuck villager is to figure out where it is getting stuck. If they can enter a building (like a house), but get stuck leaving to go to the church or get food, or go to work, then there is likely something blocking the destination. If they can't get into a building at all, there is likely something blocking entrance to that building. Most of the time, the green entrance/exit arrows are blocked by another building. The only remedy there is to demolish one of the buildings an rebuild it a little further away to remove the impediment.
A button to kill/reset the villager might be an easy fix for that one situation and the occasional "stuck" person resulting from a game bug, but most of the time, it's a temporary fix to a problem that will keep recurring until you fix the underlying issue.
That said, I'd love to have this for those one-offs that are truly buggy.
