The cause of stuck villagers is most likely a result of blocked entrances to buildings that you have built too close to each other.
When placing any building it is important to note two things, the green arrows and the light blue border.
The green arrows are entrances and they all need to be free for the villagers to use, i.e. if a building has many arrows they all need to be accessible as the building needs them for different things, e.g. pick up location, drop off location, etc.
The light blue border is the collider, that is what the villagers are not allowed to walk through so you should always have a path sized gap between colliders of different buildings unless you know what you are doing.
Regarding houses, when they spawn they reserve the space around them for their upgraded form that means that you should not build anything inside your existing residential zone after houses have spawned as you risk them upgrading inside the extra buildings you placed. Houses do not check for collisions when upgrading as they have checked and reserved the space already.

That fish spot should indeed be unreachable for the fishermen, once another spot respawns the fisherman should get unstuck and go there instead
I was hopeful it might be a bug that would be ironed out in the near future but after finding this 2 year old thread I'm not feeling so optimistic about there being a fix on the way. Such a shame, cause the game is very charming and shows a lot of promise if not for this sort of thing.
Could you please post a screenshot or share the save file with us? We are not aware of any such issue with the woodcutters' hut so the most likely case is that you might have missed something.

Today, 2021, I jumped back in, only to find the same issues (villagers stuck in churches blocking religious service, builders getting stuck loop "...working/going to work" , basically GAME RUINING.
2 years time and game is still in the same state as back then. Unplayable.
Please can you send us your save file to support@polymorph.games so that we can take a look and investigate further.
If the file is too big to send via email then please can you upload it to a file sharing site such as Dropbox or GoogleDrive and send us the link.

99% of stuck villagers are due to user error . . . most likely blocking entrances/exits or problems caused by mods. Given that a huge number of players can play just fine, I would not characterize the game as "unplayable." Hope you'll upload your game so that we can take a look. I've found the cause of errors like this for a lot of other players. It's usually something very simple that can be corrected by changing how or where something is built.
