Cooperage missing?

Decided to create some barrels to sell to the traders. Went to the build menu to build a cooperage, but there was no such building. Checked to see if it was under the locked items, or had to be opened under one of the estates, but didn't see it in either location.

Is there supposed to be a cooperage and a way to assigned coopers, or is the only option to buy barrels on the trade market?

There are cooperage buildings

Definitely a bug then! Went back to an earlier save point, and found the cooperage among locked buildings. But it has vanished from the build menu in the current game. Doing a search for "COOP" brings up a blank result. At some point, the cooperage deleted itself from the build menu.

Do you meet the requirements to unlock it in the new game? I believe it's something like 20 commoners or 10 citizens. If you were right at the threshold and then lost one, the building would lock back up and you'd need to meet the condition again to unlock it.

Restarted with a new map. Finally reached the point where the cooperage showed up in the build list. Still locked though until I meet the thresholds. Will watch to see if it vanishes again like the last time.
