Builders keep getting stuck. "waiting for builder"

I was playing for some time when I decided to start over on a new game. I got a little ways in, and suddenly my builders stopped working. I restarted and the same issue occurred even earlier in the game. I restarted again just now and it happened earlier than ever, just when you make your first market.

The builders go from "preparing for work" to "fulfilling needs" in a loop.

All resources are available for building but the builders dont seem to take the task. This is happening no matter how many times I restart.

Could it have something to do with Bridges?

Well if the building is on the other side of a river with no access for the builders sure it could

Sorry for the delay. The issue was indeed a red zone, which i assumed only stopped homes from being built.
