Citizens will only use the tavern if it is the closest source of luxury goods, if there are more luxury stalls in town make sure the tavern is the closest one.
For the tavern to function it needs at least a kitchen, a part with the bar function and a part with the lounge function.
Thank you for your fast answer, my Villagers are currently "Commoner" do they need to be citizen? Got nothing luxury but the tavern, i got atleast one lounge, bar and kitchen even tho the kitchen is currently not producing meals they should atleast use the bar shouldn't they?
Yes that is correct they will drink wine even if meals are not available a meal is just an extra 100 gold for each wine sold
and yes they do need to become citizens to use the tavern :) To get citizens you need to fulfil all the needs of your commoners. (In the live version the upgrade is done automatically, in the preview there is a pop up and you have to do it manually)

The tavern sells wine which is a luxury good in game, only citizens have a luxury need indicated by the golden goblet in their citizen panel :)
