Having said that it can happen that you can play the game after a future update due to constant changes and improvements to the engine, but I cannot say with certainty that will be the case.
If you just bought the game you can refund it via the steam refunds policy, you need to have played less than 2 hours and have bought the game in the past 2 weeks.
I'm not sure if the HD 4000 supports OpenGL 4.3 it's a pretty old card but you could try updating your graphics drivers to the most up to date release (May 2019)
