You missed the point... To get serfs eligible to become commoners, you need stuff that requires commoners... So how do we get our first commoners ?
It's how I understand the question because I fall into that loop on trying the new update.
No, you don't need clothing or entertainment to promote to commoner. All you need to make sure at least one serf has all of his/her needs met. If they are met, that person will be eligible for upgrade to Commoner.
Are you using mods or anything? Can't think why the game would insist that you fulfill a serf's entertainment need when they don't need any entertainment.
"Entertainment" is the old drink requirement for citizens/soldiers. Commoners have been added to it to increase the usefulness of the Tavern monument. It's met using beer, wine, or berry brew. Service is still service (church) needs.
You sure about that? Pretty sure you only need commoners to run the service counters and serve as Taverners. Got a screenshot of your tavern showing the job that requires a citizen?
