Is bulk trade a boost or a penalty?

The description says that you get a trade price bonus. But the value is in red.
Do you get a bonus? Or a penalty?

If latter, and if the dev sees this, could you change bonus to penalty? That would make it clearer.

It is a penalty thus the red numbers

I think you are right if I look at how much I pay for the items compared to the value listed in the trade route tab.

It would have been better if they used the word 'penalty'.

There's a couple of places where the word "bonus" is used when "penalty" would be much better. Unless/until that gets fixed, just remember that red numbers mean penalty and green numbers mean bonus.
