i let the game run unattended for an hour or so to see if anything would happen. No, still no service - no attendance at my Rustic Church. As a last resort before giving up on Foundation, I plopped down a Legacy Rustic Church nearer to the Town Center. Almost immediately the count went to 27/27 and I was given the chance for promotion. Still, that does not work. The Rustic Church which was never occupied, was between six Serf Q houses, fully occupied. Previously I mentioned Tropico, which was so prickly it became a boring damned if you do damned if you don't. This problem should not exist as I have described it. It would be unfortunate if the game were transformed so as to require a church every other hex to render the game unplayable. Even as it stands, I foresee the possibility that it will become virtually impossible to place workers at distant farms or mine sites because there is no church. Let's leave off the religious zealotry and revert to the tolerance previously allowed.
As for mods I do plan to work much more focused on Foundation with some really big mods planned if all works out well starting January. We are slowly getting closer to the full version and the API has improved a lot in the past year.
