Novice is not able to be selected in the window...
Every novice can do the sister/brother job, it will just do it less efficiently. The game automatically distributes monks to work locations, no need to assign them yourself. If nobody take the job, it's probably because he build the new sub building in another monastery without monk.
To kingofpain : Every new building parts can be unlocked via the progression screen. You need a kitchen and a refectory (and some food).
Edit : Each time you add some building, you will probably need to hire more monk.
