Public lounge what is it for?

I got the berry brewery and service counter, and they are selling the drinks, but I can't figure out what the Public Loounge is for.

I'v got a huge maxxed out labour city and I think it's bugged visually or functionally. I have three taverns, all with lounges, but the lounges never fill up or have anyone inside of them. The service counters seem to be the deciding factor for entertainment, the lounges seem irrelevant.

I would understand the you would get bigger happiness bonus when your poeple would buy drinks and then sit in the lounge for a chat. But now I thing this has no functionality.
The Kitchen has also very low traffic
