City Watchtowers -- yes!
It's a difference of light vs heavy fortification. Light fortification is much much much more easily obtained passively through bell and manor towers.
What I did in my village which was convenient was to have a light fortification wall and add heavy fortification watchtowers on it to cover my houses with both kinds of fortification
Doesn't heavy fortification count as light? Thought i saw that goods maker accepts heavy fort even tho it requires only light.
But in this game watchtowers can be useless if you want. It's a good option if people like it, for me it's not RP.
