Warning: taxing MINES is bugged! they cant reach iron mines. I quit this tax and went for market stand tax, way better.
It feels that if you don't the tax collectors will complete bug and no longer collect taxes at all. Time to rebuild every mine. Thank you for this comment, though!
On normal difficulty this shouldn't be happening. You should consider going fast toward edics which decrease happyness malus of taxes and decrease upkeep costs of labour buildings. Sell aggressively polished stone and planks at the beginning. Go for the one time money tax at the manor house - therfore keep you people happy. And don't expand to rapidly, don't build a big church right at the start, you can't afford minus 30 upkeep. Slowly expand.
Yes as for now taxing mines (expect stone mines) doesn't work. Don't go for it. So mills and alter on market stands.
I click on the mine, click on the hammer symbol to enter building mode, click on the mine again, click on the circle shovel symbol above the mine, done.
