I build this building and there is absolutely no hustle at all. There are literally two buildings to place, and one door. The latter is not even needed. So please share a screenshot.

It is literally there: Only ONE building allowed.
So if you want to build both, you need a second "monument"
1 Ressouce depot, MAXIMUM 1
1) click build, monument, city market
2) place a market hall.
3) place additional decorative parts or add market stalls to snap points as desired
4) The city market itself can only have 1 hall room, if you want a bigger market you need to add a belfry expansion. Press the + button to add a subroom, select the city belfry, and then place additional halls and a belfry tower
5) press build all
6) to make changes later, like for example adding new market stalls to the market, click on the market, then click the edit building button (the hammer) in the building's info window. Click on the market or the belfry on the left and then make changes or additions through the edit menu.
What you have done is use the build menu to make a whole bunch of different markets joined together into one structure, none of which are complete. Completed market with all 13 goods looks something like this

Nah it happens dont worry. If you want a bigger one just create a second or third monument!
Click on it. Click where you want to place it. Done.
Those building instructions are funky weird. The storage is actually "upstairs" and both pieces have a door for interior access. However you can block the door in the open piece if you surround it with stalls. If connecting to the part with the crane you can slap an exterior door and use the interior door built into that for access.

I did however find a flaw with cramming them all into one building.
You lose all control over the flow of the items in it. When you put 24 transporters and a dozen different goods in the same building then the transports do not have a way to focus on specific goods. Like they could chase candles and clothes rather than fill up from the berries right in front of them (as seen in the first shot.)
Not sure why these people are saying only one is allowed, it is like they never actually tried doing it before saying it.
