Only one boat can be on a fishing spot at once, so more than one fisher usually means one fisher doing almost nothing most of the time.
But if that one fish is far away from the village, two boats will work it more consistently than just one.
It's just like putting 3 workers on a Vespene Geyser. Sure, one is always waiting at the door, but it's always being worked, so it's a net win.

That is not correct.
Have three fishing huts close to each other at one spot and all three fishermen can fish at the same time (= 3x6 fish) when they are at "work" (i.e. not at home or getting water/food).
I second that this isn't right I had 8 Fishers fishing from two spots at least 3 would be on one at a time and it worked fine.
The fishing spots will 'run out' for a time if you are playing on Hard tho.
