The tavern basically needs 2 components (subbuildings) to function:
1. Service counter that acts like a market for alcohol
2. Public lounge with enough space for your villagers with an entertainment need
In addition you need production of alcohol, that can be:
1. Berry brewery as a subbuilding in the same tavern monument
2. Beer brewery
3. Wine from a monastery

I am not sure, but is there a possibility that you dont have citizens?
The only people that will use the Tavern Meals & Public Lounge are your own Commoner & Citizen Residents. Serfs don't care about "Entertainment" and so will not visit the Tavern at all.
What really drove me mental was the contstant lack of entertainment warnings i was seeing even though the tavern was never full or out of booze. That was until I followed someone with unfulfilled entertainment and proceeded to watch the ENTIRE castle garrison, all 10 companies, try to go to the bar together, and of course they couldnt all fit. So i clipped more halls inside to make it hold 200 people and now i have no issues
it has 14 upkeep and 1 workerslot.
The berrybrewery is easy to expand and maintenance is much lower 4 gold for 2 worker slots.
So basically there is no good need to have a normal brewery, just berry juice.
The Beer technically only needs two workers to keep it going (1 for the brewer, 1 for the very small hops farm it needs). So its fairly easy to set up as either a backup supply or as an export product even if the maintenance for it is higher.
Wine is the painful one in my opinion because it requires not only a Monastery only product but also eats your planks & iron to make the Barrels. Of course wine is also used for Montastic Meals for higher level monks, so it has extra uses.
EDIT: Also note... Visitors to your Inn Lodging will also drink your "Entertainment" brews if they are available so having multiple options can also help your stocks from being overwhelmed.
