Cant complete "Expand your territory" quest

Started a custom game with all settings on classic except for all the territory owned already. But because of that Im stuck on the expand your territory quest and cant move on from it. I see no option to manually complete it.

Esc - Skip on boarding

It is a known issue, press Esc and select skip onboarding to continue. The devs didn't anticipate people playing with certain creative mode settings and the tutorial enabled
