Yes that's what anyone would expect levels to do. But what evidence is there of that?
For example I swap my 3 level 5 lumberjacks with new level 1 workers and I can't see any clear productivity change.
Have they in fact just forgot to remove that from the UI ie the feature is still not implemented even in 1.0 ?
Yes but that doesn't have anything to do with the worker level. It just shows you if the workplace is fully staffed and if the villager's title corresponds with thier job status. When you build a lumbercamp and assign 3 random villagers the circle is instantly full.

The circle is just showing the percentage of capacity based on number of workers assigned from what I can see. So full circle = 3 out of 3 lumberjacks assigned.
When I hover over the circle it also never displays more than 100%, even for a 3 level 5 lumberjacks.
There is no benefit for putting a citizen in a commoner position, for example.
The main reason you'd want to "level up" people in lower jobs is that they pay more in taxes
Yes, your conclusion is correct but you guys aren't answering the original question.
Leveling up villagers is NOT the same as promoting them. You can promote villagers to Commoner or Citizen, but villagers also have a job level that is increased by doing the same job for a longer period of time. For production jobs (like woodcutter) the max level seems to be 6, and the OP asked how this affects the game.
So far I think the answer is: no one really knows and if there is a positive effect on productivity it's very minimal.
Promoted villagers pay a lot more taxes and eliminate the work speed malus from jobs made for those promoted villagers, so it depends on what you want out of someone: money+some "higher" job efficiency vs efficiency in "lower" jobs and easier housing.
BTW people OP is talking about job levels gained from experience not class levels you promote them to.
When I created a new game and received the same quest at an earlier stage in the game, my builder was level 3 and I had an 80% chance to succeed in creating the blueprints.
Other than that I haven't seen any differences in the worker's level of a job.
Sorry but Serf and Commoner are statuses, not job levels. This is completely irrelevant to my question.,
You have also not read my question carefully and have obviously missed this in game.
It's not "how I put it". It is nothing to do with Serf, Commoner, Citizen.
If you look at your villager details you will see they have a level associated with their current job (ie level 2) and progress bar showing how far they are to the next level. I am asking what effect higher job levels actually have.
