Hosting the Seneschal
Wondering if anyone has been able to successfully host the Seneschal for the final part of the "Build a prestigious burg" aspiration, or if its even possible without building a monastery?
At the end of the 90 days he has a -60% service shortage buff which seems impossible to overcome even passing all the triggered events and all other needs fulfilled.
I've hosted him around 5 times now and nothing changes, I suspect its impossible?

I've done it, cant remember having difficulties with the service shortage but I did have plenty of room to host the population across different churches. The issue possibly might be people/seneschal goes to the church and its already full so they just walk away and get the debuff?

I had to panic buy luxury goods and think I only just managed to get his approval just over the required on the very last day.

So i was deeply confused at first too. But there is a building called Rustic Church you can build in this aspiration. You can find it in your builder menu under the faith tab.
As soon as i build this it says "aspiration failing due to restriction" and unless i delete the church the aspiration fails.

Are you sure you're building the church and not the monastery? The monastery will fail your aspiration, the church will not.

You need to make sure when you build your tavern is has the "gathering point" item that looks like an arrow. It is not a requirement to build the tavern initally so it may not be there. If you don't already have it, go to tavern, edit the building, and add it.

From there the mandate should appear in the bailiff office.

I failed the first time too.. But somehow i cant "invite" him a second time. DO you guys have the same problem?
I just had no problem hosting the Seneschal yesterday (possibly the day before) so it's definitely possible in this version/build. There were occasional complaints about missing luxuries, but at the end the overall satisfaction was high enough. No problems at all with Service, but I also have several rustic churches dotted around. Are your normal villagers getting their Service need fulfilled? You may just need a larger/extra church.
