Pan camera with MMB

Why on earth the MMB is locked to rotate the camera, something that we barely do, instead of panning the camera, something we do constantly? Is there any way to invert these controls?

I literally rotate the camera constantly, I love this function.

Ditto. I use it all the time, and it came naturally and intuitively to me on MMB.

EDIT: If I could change or swap those keys, the only change would be to swap it with RMB (which I use much less).
