You have to unlock the bailiff in the progression menu. It's not a bug. The quest says to unlock it.
After that, press the + sign in manor house to add building sections or build it on it's own somewhere else. I believe tax office unlocks with the original manor house progression.
Press the + button on the Manor House edit menu, THEN build additional rooms in the new designated section.
You can not. I am kind of a stoner, and also played the EA a lot but not for a year+, I should have looked before making this thread lol.
It seems the game gives you a lot of goals that are actually long term goals but they state them as if they are immediate. Like it telling you to make a baliff, at the point that it does in the labor game, is sort of a misnomer. It means more like make a baliff, eventually, after having done all the things you need to do to unlock it lol.
I am fine with it now that I am aware of it, but I can see this being an issue for some players.
