Not enough living space
I keep getting the message "Not enough living space". But I have designated many zones that are not being built on. What could be the reason for this?

They might be too far away from the workers. It used to be they needed to be one tile or so away at most, but when they changed the shapes of territories from standard polygons to nonsense abstract shapes I am not sure what the actual distance is any longer.

Too far away from work.
Too uneven.
Maybe your buildings just get upgraded, until this is finished, you will get this message, because for the building time one house is missing.
Or a bug. Then unassign and reassign housing areas.

People need to get water from a fountain.
Having a fountain in the near makes a place attractive for new builders.

You can also make a place more attractive by building market stalls and adding decoration nearby.

Access to water makes a zone more attractive and thus more likely to be build on.
In the early game the settlers are more tolerant to missing needs, later a long way to the next fountain or market place can be the reason for people not using a habitation zone.

Also, if your housing is not upgraded for the promoted workers, they will not be happy.

Me too but to be honest, later in game a well doesn't cost that much so I will just spam them around
