I don't know the English words, but one point you get by building more and more bukdings with this star in the right corner at monuments (like the manor house) and the other points you get by missions (random) and having your focus on one fraction, like labor. Or you can use the ability that you get 1 point each time you trade with a labor city.
Das eine ist Prunk, das gibt's durch Gebäude. Gebäude am Haupthaus bringen 1.5 Fach Prunk.
Das andere ist Einfluss. Das gibt's durch Missionen oder zB die Fähigkeit.

Is it the actual stalls, or the tents over the stalls? I think only the tents give extra splendor, and the basic white-ish tent, does NOT give you splendor.
To get the next normal progression tier, all you need to do is set up a trade route and you are there.
