Royal Courtier - Requires heavy Fortification ?
I've unlocked a the Royal Courtier, but I can't hire one without Heavy Fortification

Does that mean I need Stone walls, which are unlocked in the next tier, or is there something else I can build ?

Never mind, you unlock the Rustic Fortified Keep in the same Tier

So you need the heavy fortification, the same tier get Light, so you need get one tier more to use Courtiers. Or its a idotic move or a mistake
You have to upgrade your keep, and then build the Royal Courtier inside it's protection zone.
Some buildings give a heavy fortification radius around them.
I had a rustic stone church do it somehow, tried doing it again and been unable to.

Any heavy fortification will do, I put a heavy village watchtower in a town with no wall and added the Royal Courtier in the cone of heavy protection there rather than the Keep.

As stated any heave fortification will do. Walls or watchtower from either labour or kingdom tree. Also the castle monument has many parts that have heavy fortification, even quite small ones.
