Why? The game always only uses ressources you have territory on. So I have part of the lake where a fish symbol is shown, my fishermens hut worked perfectly fine from the first second. The game does not need to change. Thats the game. Thats its mechanics. As I said, the lumberjacks only cut tree ON your territory, the berry hut only collects ON your territory, the quarry only goes for stone ON your territory, the hunters only go for boars ON your territory, you wheat farm only grows crops ON your territory, you villagers only build houses ON your territory, why should it be different for fish?
And you own territory with fish? If it says "no resources" I bet the fish "right next to it" is not in you territory anmore...
