I just noticed on a fresh start that my GPU is on maximum load....probably missing some further optimizations? I am happy to share further details or debugging info if needed!

I get anywhere between 80 and 110 FPS.
Worth noting that the GPU utilisation is at 99% at all times.
Keep in mind that you are playing in a "higher" resolution than mine since there are many more pixels to render.
Well my gpu utilisation are not maxed, I'm between 45-85 % usage only.
Regarding the CPU I'm around 10-15%.
I've now zoomed to see some people in very early stage of game, and got 35 fps.
Something might be wrong I think with optimisation?
Maybe some dev help here please? :)
My 3060 Ti runs like it's going to burn.
It's a low poly game. Not the last Total War.
Anno 1800 runs better.

It's strange.
Last week I tried Jurassic World Evolution (given by Epic).
The game is older but it is more beautiful and detailed.
And it runs very well on my PC. My card is literally sleeping...
Cyberpunk 2077 runs fine too...
Exact same card, with the same issue. Whenever I save the game, it gets ready to take off! The heat too high for the game, it was not like this before.

Runs fine, my GPU is undervolted.
I found reducing graphics to where I run the game at max fps, and then setting a max framerate in Nvidia control panel to whatever you want, but a lot lower, like 60. (Can also use Rivatuner with MSI Afterburner, I dunno about the AMD equivalent).
Ultra 40-45 FPS
High 60-65 FPS
